With effect from the very advent of the tenure of the 2nd Hluttaw till now we are taking office, new laws have been drafted, revised, withdrawn if needed and checked, and the balance of administrative and judicial sectors have been performed as much as possible so as to bring about the benefits of the citizens in accord with the current situations. During the one-year period, five new laws have been enacted, eight laws have been amended and six laws have been withdrawn. In the present 4th regular session, arrangements are being made to promulgate the remaining laws to be done. Besides the legislative works, putting forward motions, tabling motions, performing Hluttaw Committees’ routines and making check and balance works are being performed in the interest of the State, Region and the People. Multi-development of Hluttaw representatives and Staff of the Hluttaw Office has been being made in cooperation with professionals from home and abroad with great momentum. With the strengthened capacities of the Hluttaw, democracy will develop, thus Hluttaw representatives need to exert their effort for the emergence of peaceful & developed federal democratic union, which the whole populace of the Republic of the Union of Myanmar greatly hoped for.”
U Win Myint, Speaker of Pyithu Hluttaw, said the path to democracy has not always been smooth.
“The successful celebration of the ceremony marking the 1st anniversary of the 2nd Hluttaw is the consequence of supportive performances by the Chairmen of the previous 1st Hluttaw during their Hluttaw tenure. The second Hluttaw reached the one year period, just starting to step on the way to the transition to democracy. Yet, we did not walk on the road of flowers, just having made it with concerted effort and with difficulty. So Hluttaw representatives need to watch constantly. Only if the capacities of parliamentarians are developed will the Hluttaw be strengthened year after year so that a democratic foundation will be strong in the country. Failing that, the foundation will not be strengthened. Central government, Cabinets of Regions and States, respective organisations are born of Hluttaw step by step. And voters voted in favor of us due to their great desire for democracy. To be dutiful to our voters, parliamentarians are to move on to the destination with strenuous efforts, firm determination and rightful visions. Furthermore, during the one-year period of the tenure of the 2nd Hluttaw, we could manage to lift the image of the Hluttaw by holding the 37thGeneral Assembly of the ASEAN Inter-Parliamentary Assembly in Myanmar. This resulted from the combined efforts of Hluttaw Speakers, Deputy Speakers of the Hluttaw and personnel and all staff from Hluttaw at different levels. Under the leadership of the State Counsellor, Union Ministries supported for the success of the assembly. We congratulate them for their effort and put it on record.”
Then, Mahn Win Khaing Than, Speaker of Pyidaungsu Hluttaw, U Win Myint, Speaker of Pyithu Hluttaw, U Aye Tha Aung, Deputy Patron of Pyidaungsu Hluttaw and U T Khun Myat, Deputy Speaker of Pyithu Hluttaw conferred congratulatory certificates to supportive ministries for holding office successfully, followed by a formal luncheon in honour of those present at the ceremony.
